Step-by-Step Process
Choose your free zone and activity
Each free zone has a list of permitted activity categories. Select the one that matches your work - you cannot legally operate outside your listed activities.
Apply online and pay permit fee
Most free zones have a fully digital application. Upload passport copy, CV, and qualification documents if required. Pay permit fee upfront.
Receive your trade licence
Issued within 5-10 working days for most zones. This is your business registration document - you can open a business bank account and invoice clients immediately.
Medical test + Emirates ID application
Book a DHA (Dubai Health Authority) medical test (AED 300-400). Used to apply for your UAE residence visa and Emirates ID.
Residence visa stamped in passport
The free zone processes your entry permit. You may need to exit and re-enter the UAE for visa stamping (a short "visa run") unless a status change is done inside the country.
Collect Emirates ID
Emirates ID arrives within 7-14 working days from an ICA post. This unlocks banking, property rental, SIM registration, and everything else in the UAE.

Since June 2023, the UAE charges 9% corporate tax on business profit exceeding AED 375,000 per year. Below that, your effective tax rate is zero. Most solo freelancers will not hit this threshold. File annual CT returns via the Federal Tax Authority (FTA) portal - a registered accountant typically costs AED 1,500-3,000 / year.

Health insurance is mandatory - and your cost
UAE law requires all residents to have health insurance. As a freelancer, there is no employer to provide it. Basic Dubai Health Authority (DHA) Thiqa-equivalent plans start at AED 700-2,000 / year for self only; comprehensive plans are AED 5,000-15,000+. Budget for this.
Annual renewal cost is real
The permit fee is annual, not one-off. Add up permit renewal + visa medical + Emirates ID renewal every 2 years. Total ongoing cost: AED 10,000-20,000 per year depending on zone.
Mainland work restrictions
A free zone freelance permit does not automatically give you the right to work on the UAE mainland or for mainland government clients. For most private-sector remote work this is not an issue, but confirm your specific situation.
No employment benefits
No gratuity, no paid annual leave, no sick pay. You are your own HR department. Factor this into your rate-setting - you need to self-fund these from your income.
